Mr. Kahlil M. Allen, TSSP
President & Chief Executive Officer
As President and Chief Executive Officer, Mr. Allen has led ADS’s rapid and continual growth since the firm’s inception. Mr. Allen has 20 years of system safety engineering, system security, and emergency preparedness planning and response experience. First certified in Safety Management Systems (SMS) in 2003, he has provided services and managed projects across the Transportation, Defense, Aerospace, and Aviation industries. Mr. Allen served as the first Chief Safety and Security Officer for the $8.4B new start Honolulu Authority for Rapid Transportation (HART) Rail Transit Project where he managed and directed all aspects of HART’s System Safety and Security Program and led the start-up of the project’s Safety and Security Certification and Construction Safety and Security Programs.
Mr. Allen has supported Department of Defense acquisition programs for the Military Satellite Communications Wing (MILSTATCOM) by implementing the requirements of MIL-STD 882. Mr. Allen also served as a system safety engineer for the Federal Aviation Administration’s (FAA) Telecommunications Infrastructure projects by performing in-depth hazard analysis on systems and equipment modifications to the National Airspace System. His areas of technical expertise are complemented by a strong project management background, which he uses to manage multi-million-dollar client engagements.
Mr. Allen holds a Bachelor of Science degree in Mechanical Engineering from North Carolina Agricultural & Technical State University. In his free time, Kahlil enjoys cooking, reading, mentoring youth in STEM, and traveling with his wife and two children.
Mr. Mark Davis, MSSE
VP, Space and Defense Programs
Mr. Davis has over 20 years of system safety, fire protection and risk management experience working in the transportation, Aerospace, Defense, Aviation, Environment, and Energy industries. He has been SMS certified since 2003 and has supported the Federal Aviation Administration (FAA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Department of Defense, National Aeronautics and Space Administration (NASA), and numerous transit agencies with completing safety program assessments, hazard analyses, fire/life safety engineering assessments, accident investigations, and independent risk management system validation and verification studies. He is a skilled accident investigator and has served as a primary on-call Fire Protection Engineer and Investigator for many of ADS’s largest clients and has led and overseen the investigation of numerous rail, bus, system, and facility fires. He has led organizational assessments of safety and security programs and managed large-scale projects to improve organizational safety performance. For the Aerospace Industry, Mr. Davis supported the launch, ground and facility operations for both manned and Expendable Launch Vehicle Missions. He has also supported projects within the Emergency Management, Environment and Energy Sectors, including the U.S. Environmental Protection Agency, Federal Emergency Management Agency, and Department of Energy. He holds a Master of Science in Systems Engineering from George Washington University, and a Bachelor of Science in Fire Protection Engineering from the University of Maryland.
Mark is an avid runner, enjoys golf, and spending time with family and friends.
Mr. Jason Sergent, TSSP, WSO-CSSD
VP and Chief Operating Officer
Mr. Sergent has over 20 years of experience focused on system safety and security engineering within the transportation, aerospace, and chemical manufacturing industries. He has been certified in and practiced the principles of Safety Management Systems (SMS) since 2003, performing comprehensive system safety engineering studies, hazard analyses, and security threat and vulnerability assessments for large and complex projects, including new technologies, systems, vehicles and work processes. He has authored technical reports, plans and procedures, as well as system safety and security technical assistance documents and guidelines for the public transit industry. His areas of technical expertise include system safety engineering, hazard analysis, system security, fire and life safety, occupational safety and health, emergency preparedness and response management, auditing and regulatory compliance. Over the course of his nearly 20 year career, Mr. Sergent has worked with nearly every rail transit agency in the country, countless large and small bus transit agencies, and over 30 State DOTs, as well as Federal regulatory agencies including the FTA, the Federal Highway Administration (FHWA), and the Federal Railroad Administration (FRA), and the National Aeronautics and Space Administration (NASA) where he supported the Hubble Space Telescope project. Mr. Sergent’s technical expertise is complemented by a strong business development and management background. He holds a Master of Business Administration from the University of North Carolina, and a Bachelor of Science in Safety Sciences from the Indiana University of Pennsylvania.
Jason loves to cook and can often be found enjoying the outdoors, hiking, running, fishing and playing with his children.
Mr. Ronald Edwards, TSSP, WSO-CSSD
VP, Public Transportation and Safety Management Systems
Mr. Edwards has over 20 years experience focused on system safety and security engineering within the Transportation industry. He served as Chief Safety and Security Officer for Hampton Roads Transit (HRT) where he managed all aspects of HRT’s Safety, Security, and Risk Management Programs and developed HRT’s strategy for complying with the requirements of the Moving Ahead for Progress in the 21st Century Act (MAP-21) and for implementing a SMS based safety program at HRT. He also served as Rail Safety Manager for the Washington Metropolitan Area Transit Authority (WMATA), where he was responsible for overseeing WMATA’s implementation of its System Safety Program Plan (SSPP), and compliance with the SSO requirements of the Tri-state Oversight Committee (TOC). Mr. Edwards is a seasoned accident investigator and has served as lead accident investigator for major rail and bus transit accidents, working with the National Transportation Safety Board (NTSB), TOC, FTA and other internal and external stakeholders. In addition, Mr. Edwards serves the USDOT’s Transportation Safety Institute (TSI) as a Senior Associate Instructor where he helped to develop, and currently delivers TSI’s SMS Principles for Transit, Rail Accident Investigation, and Rail System Safety courses. He has also provided safety and security consulting services to various transit agencies and State Departments of Transportation throughout the United States. Mr. Edwards holds a Master of Science in Safety Sciences from the Indiana University of Pennsylvania and a Bachelor of Science in Occupational Safety and Health from the North Carolina Agricultural & Technical State University.
Before beginning his career in system safety, Ron played professional football for the Los Angeles Rams and Cincinnati Bengals and continues to be a sports enthusiast today.
Ms. Jodie Phillips
Director of Human Resources & Administration
As Director of Human Resources & Administration, Mrs. Phillips’ 20 years of experience has been instrumental in supporting ADS’s rapid and continual growth. She excels in all facets of human capital management and personnel program administration, serving as a key resource to all ADS staff, subcontractors, and business partners. Mrs. Phillips directly manages ADS’s comprehensive insurance and retirement packages and assists with nearly every aspect of ADS’s operations including contract management, accounting, document control and recordkeeping, invoicing and billing, and employee training. She has extensive experience coordinating and executing large-scale events and meetings and has worked in many industries to include broadcasting, banking, medical, and transportation safety and engineering. Mrs. Phillips holds a Bachelor of Arts in English and Women’s Studies from the University of Maryland.
Jodie is a loving mother of four children, plays tennis in her off time, and loves traveling with family and friends.
